Beneath the Tate Modern are vast underground chambers that once housed oil tanks that ran the turbines. Oil tanks have not been used since the power station was decomissioned, but the new design plan by Jacques Herzog and Pierre de Meuron will turn the chambers into performance spaces and an auditorium.
