Poverty: Good for Preservation?

New York Times writer Nicolai Ouroussoff raves about the architectural heritage of Buffalo, NY. Just look at all the famous architects who built there: So, how did the depressed industrial city manage to preserve such greatness? Some say that economic hard times put a stop on modernization in older neighborhoods. But I'd like to think that the folks in Buffalo know when they've got something worth holding onto.
