Big Plans for the Big Easy

Today the Bring New Orleans Back Commission begins to unveil plans for restoring the hurricane-devastated City. There have been a lot of battles over where to build, and urban planners have warned against construction in the flood-prone lowlands. But the "Big Easy" isn't ready to shrink its boundaries yet. The plans don't limit where homeowners can rebuild.
